摘　　要：城市创新能力反映一个城市对各种资源要素进行重新整合的能力。城市创新能力的强弱与创新水平的高低不仅影响城市经济的发展水平、发展速度以及城市综合竞争力,还将直接影响到区域内的经济发展水平和综合竞争实力。在有关区域创新和城市创新理论的基础上,对城市创新能力进行了新的界定,设计了相应的评价指标体系,在此基础上对河南省各地市城市综合创新能力进行综合比较,找出河南省各地市之间在城市综合创新能力方面的差异,分析原因,为各地区制定相关政策提供决策依据。Empirical research of urban innovation capacity reflects the ability to re - integrate the elements of various resources in a city. The strength and level of innovation not only affects the cities economic development level, the pace of development and the city＇s comprehensive competitiveness, it also directly affects the level of economic development within the regional and overall competitiveness. On the basis of innovation theory of innovation cities in the region, the paper gives a new definition to the innovation capacity of a city. It also designs appropriate evaluation system for Henan province. It has a comprehensive comparison on the basis of integrated innovation around the city, identifying the parts of the city of Henan province, such as the city＇s comprehensive innovation differences. The paper at last analyzes the reasons for the regional development of relevant policy decision - making.
