济宁市疾病预防控制机构流感大流行应对能力分析

摘　　要：目的了解济宁市及12县(市、区)的疾病预防控制机构对流感大流行的应对能力,研究和制定针对性干预措施。方法对济宁市及12所县级疾病预防控制中心进行问卷调查,对调查数据进行描述流行病学分析。结果济宁市及12所县级疾病预防控制中心均制定了应对流感大流行预案和技术方案,开展了培训演练,储备了应急物资,加强了信息沟通和大众宣传,基本具备了应对流感大流行技术能力,但现场流行病学调查人员数量均达不到规定要求,41.7%的县级疾病预防控制中心应急物资储备不能满足处置,除市级疾病预防控制中心具备流感病毒检测能力外,所有县级疾病预防控制中心均无流感病毒检测能力,38.5%的调查单位存在突发公共卫生事件发现、报告及处置不规范的现象。结论济宁市及12所县级疾病预防控制中心基本具备了应对流感大流行的能力,但仍存在专业人才队伍数量不足、应急物资储备机制不完善、报告处置不规范,基层流感病毒检测能力薄弱等问题,亟需加强和改进。Objective To determine the ability of disease prevention and control organizations in the City of Jining and 12 counties to cope with influenza pandemics and to provide directed preventive measures.Methods A questionnaire survey of disease prevention and control organizations in the City of Jining and 12 counties was conducted,and the data were analyzed descriptively.Results Disease prevention and control organizations in the City of Jining and 12 counties have implemented programs and procedures in anticipation of pandemics,they conduct training and drills,they have prepared emergency resources,they have enhanced communication and public awareness,and they have the basic ability to respond to an influenza pandemic.However,an epidemiological survey indicated that manpower falls short of requirements,41.7% of county-level disease prevention and control centers have failed to prepare adequate emergency resources,only municipal-level disease prevention and control centers have the ability to detect flu viruses,and reporting and handling of public health emergencies are sub-standard in 38.5% of county-level disease prevention and control centers.Conclusion Disease prevention and control organizations in the City of Jining and 12 counties have the basic ability to respond to an influenza pandemic but lack professional staff,their systems for preparing emergency resources are imperfect,their reporting and handling of public health emergencies are sub-standard,and they have limited ability to detect flu viruses.This situation must be remedied and improved.
