老年养老服务的现状和问题——以大连市为例

摘　　要：现阶段我国养老服务正处在以社区为核心的不断探索过程中。社区提供的老年养老服务,形式上从居家到设施,内容上从家政到护理,对象上从"三无"老人扩展到所有老人,基本实现了"补缺型"福利向"适度普惠型"福利供给理念的转变。但养老模式转型的过程中,表现出了资金来源的不稳定、服务内容缺乏专业性等问题。Pension service for the aged, centered on community, is in the continuously exploring process. The service provided by community, including home to facility in form, housekeeping to nursing in content and the ＂sanwu＂ to all aged people in service ob- ject, has realized basically the transition of welfare supply concept from ＂residual welfare＂ to ＂moderate care welfare＂. But in the transformation process of pension model, there are still some problems such as the instability of fund sources and the lack of specializa- tion in services.
