摘　　要：滨海体育旅游安全主要由组织管理、预警防控、事故应急救援和法律法规监管等四个子系统组成部分。安全管理组织是核心,预警防控是基础,事故应急救援是辅助,法律法规是依据。安全体系的建立可以减少安全事故发生,从制度和操作层面上确保旅游者的人身和财产等安全问题,切实解决滨海体育旅游的安全隐患。The Seashore sports traveling security is a system which includes four aspects ： protection and control in advance, first aid in emergency, organizing management and supervision of laws and rules. Safety management or- ganization is the core, warning and control in advance is a foundation, accident emergency rescue system is aided, laws and regulations are basis. The construction of seashore sports traveling security system may reduce the security accident the occurrence, and guarantee security problem about the person and property from the system and the op- eration stratification plane, in order to practically solve the security hidden danger of seashore sports traveling.
