摘 要:北京国家现代农业科技城建设方案明确提出了"一城多园"的建设布局思路,主要任务就是如何在实际建设中将"城"与"园"统筹规划,整体推进,形成集高端服务、总部经济研发、产业链创业、先导示范功能为一体的农科城。通过调研,该文指出需要着重解决的问题包括"一城多园"功能布局模式、业务联接机制、产业促进体系构建、以及"多园"的定位和产业链建设模式等。在此基础上,该文提出建立具有相应责权的功能性制度和运作机制、以五个中心为功能载体服务并协调统筹多园发展、产业链建设与外埠网联、规范服务和管理、建立科学的评价体系和机制等建议。The blueprint for Beijing National Modem Agricultural Science and Technology City is mapped out featuring the one city with multiple gardens constructing layout, tasked with the balanced planning of city and gardens and the integrated promotion to build an agricultural sci -tech city including high -end services, headquarter economic R&D, industrial chain business and pioneering demonstration function. This paper stresses the issues which should be paid more attention to, such as the functional layout for one city with multiple gardens, business linking mechanism, industrial promotion system, positioning of multiple gardens and industrial chain building mode, etc. The relevant proposals and suggestions are also raised in this paper including the corresponding functional regime and operational mechanism, the functional carrier services under 5 centers and balanced multiple gardens development, industrial chain construction and outside networks, regulated services and management, as well as the establishment of scientific assessing system and mechanism.
