兵团新增固定资产投资效率分析

摘　　要：新增固定资产投资作为兵团加快"三化"建设的重要引擎,其效率的高低直接决定着兵团"三化"建设步伐的快慢,直接影响着兵团跨越式发展和全面建设小康社会目标的实现。该文通过对兵团新增固定资产投资效率的实证研究发现,兵团新增固定资产投资一致保持着较高的效率水平,是兵团经济增长的主要驱动力量,且可能保持较长时间。该文提出兵团应科学规划投资战略,明确投资重点,优化投资结构,提升投资科技含量,进一步改善投资效益,同时营造良好的投资软环境,吸引民营资本尤其是内资和外资,以扩大融资渠道,保证新增固定资产投资规模稳步、持续增长。Newly increased fixed assets investment is the important engine to accelerate the XPCC＇s con- struction of ＂urbanization, new industrialization and agricultural modernization＂, its efficiency directly determines the level of XPCC^s construction speed of ＂urbanization, new industrialization and agricultur- al modernization＂, directly affecting the XPCC＇s great-leap-forward development and the realization of the goal of overall construction of a well-off society. The empirical study of investment efficiency of new fixed assets in this article finds that the new fixed assets investment has maintained a high level of effi- ciency. It is the main driving force of XPCC^s economic growth,and may last for a relatively long time. Based on this basis,the paper suggests that XPCC should scientifically plan investment strategy, specify the focus of investment, optimize investment structure, add the scientific content of investment, further improve the investment benefit,and create a good soft environment for investment in order to attract pri- vate capital and broaden the financing channels to ensure the steady,sustainable growth of new fixed as- sets investment scale.
