福建省财政支农支出对农业经济增长的实证分析——基于拓展的C-D生产函数研究

摘　　要：利用财政支农支出的C-D生产函数,对1992-2010年福建省财政支农支出、农业总就业人员、农业固定资产投资和农业总产值之间的关系进行实证分析。结果表明,福建省财政支农支出、农业总就业人员、农业固定资产投资与农业总产值之间不仅存在长期稳定的均衡关系,而且从短期来看,福建省财政支农支出是农业总产值增长的格兰杰原因。财政支农支出冲击对农业总产值有正向的影响,并在冲击后的第二年,对农业总产值的正向影响达到最大,但整体上影响幅度较小,且财政支农支出冲击对农业总产值波动的贡献份额也较小。应进一步加大财政对农业的投入力度,大力提高财政支农资金的产出效率,调整和优化财政支农资金的支出结构,增加对农民的投资、提高农民的综合生产能力,以促进农业经济的增长。This article uses the C-D production function, analysing empirical relationship among the financial support to agriculture, agricultural total employment, the investment of agricultural fixed assets and gross output value of Agriculture from 1992 to 2010 in Fujian. It is found that the long-term stable equilibrium exists among them, moreover, in the short-term the financial support to agriculture is the Granger Reason to increase the added GDP of Agriculture. The response to the financial support to agriculture is positive with the maximum impact in the second year, however, the overall effect is weak, and the contribution made by financial support to agriculture to the fluctuation of the GDP value of Agriculture is small similarly. We should further increase financial support, incease the productivity of the support, adjsut and optimize the expenditure structure, increase the investment in peasants, increse their productivity in order to promote rural economic development.
