摘　　要：污染转移包括污染源和污染物质的转移 ,是当今世界所面临的重大环境问题之一 ,对发展中国家的环境危害尤烈。污染转移的原因 ,主要在于发达国家与发展中国家之间的南北差距。控制污染转移 ,为各国和全球环境保护所必需 ,一向是国际环境立法的重点领域。Pollution transfer, including both of polluting sources and polluting materials, is one of the major global environmental problems and especially harmful to the environment of developing countries. The basic cause of it is mainly the so-called north-south gap between developing and developed countries. Control of pollution transfer, needed by the environmental protection of every country as well as the world, is all along a major area of the international environmental legislation.)
