摘　　要：环境规划是环境保护管理工作的重要内容之一，环境规划目标是环境保护与经济协调发展的具体结合点。为使制定的规划能够可行，在规划的整个过程中公众参考是非常重要的。一方面要通过各种形式的宣传教育，提高公众的参与意识；另一方面，规划制定者要自觉地充分地听取公众的意见，双方互相尊重、紧密结合、从全局和大多数人的利益出发，制订出一个完善可行的环境规划。Environmental planning is one of the most inportant parts of environmental management .The objective of environ mental planning is to inteqrate environmental protection and economic development .Public participation is one key issue in planning process to make an environmental plan more practical .On one hand, public participation awareness should be increased by means of education and propaganda: on the other hand, government and public should respect each other and collaborate dosdy.Any practied envi ronmental plan should be nade with consideration of getting overall benefits for most stakeholders.
