摘　　要：目前,高校在制定和执行校规时,更多的是出于管理的需要和目的,偏重于校规的秩序性和效率性,而对其程序性、公正性及学生的合法权益的保护有所忽视,造成侵犯学生合法权益的事件屡见不鲜。随着学生法律意识、维权意识的增强,学生状告学校的事件日益增多。高校校规本身的合法性、正当性遭到质疑。因此,加强高校校规建设已成为高校构建和谐校园亟待解决的问题。At present,the establishment and implementation the college rules start from the need and purpose of the management,stresses in the order and efficiency of college rules,but ignore the procedure,justice and the students＇ legal rights protection,and result the common occurrence of violating the students＇ legitimate rights and interests.As the enhancement of students＇ legal consciousness and the awareness of right protection,the events of students sued the school are increasing.The legitimacy and legitimacy of college rules itself has been questioned.Therefore,strengthening the construction of college rules has become one of the urgent problems to be solved in constructing harmonious campus.
