摘  要:随着我国电网建设速度的加快,电网投资逐年增长,造价控制与评价的作用日益突出,而新技术的应用以及技术方案复杂性和多样性,使得传统输电线路工程造价指标已不能全面、准确地反映工程造价水平。针对这一现状,将支持向量机中的核函数与主成分分析法相结合,提出了线路工程相对造价指数,构建了输电线路工程造价评价指标模型,并利用Matlab7.0进行了求解。经过220kV输电线路工程数据样本的验证,线路工程相对造价指数比传统指标能更全面、合理地反映工程的造价水平。该指标易于求取,便于对工程的造价控制水平进行对比、排序和评价,具有一定的可操作性和较强的应用价值。With the development of construction and increase of investment for the power grid in China, the cost control and evaluation has become increasingly prominent role. Because of the application of new technologies and the complexity and diversity of technical schemes, the traditional construction cost index for the transmission line could not fully and accurately reflect the projects' cost level. Based on the kernel function in support vector machine ( SVM ) and principal component analysis ( PCA), this paper presented a relative cost index for the line projects and built a evaluation index model that was solved by the Matlab 7. 0. The validation result of data sample in the 220 kV transmission line project shows that the relative cost index of line project is more comprehensive and reasonable than the traditional index. The relative cost index is convenient to get the comparison, sorting and evaluation of the cost control level for the transmission line projects, which has some maneuverability and application value.
