摘 要:国际环境非政府组织自从1979年到中国开展活动以来,在为中国环境治理作出贡献的同时,也存在着活动不规范、没有完全适应中国本土环境及从事了一些危害国家安全的活动等问题。究其原因,主要是中国有关国际环境非政府组织的法律制度不完善,国内环境非政府组织体系还需要进一步的磨合,环境领域与国家安全机制之间缺乏互动机制。要有效解决这些问题,须促进国际环境非政府组织相应立法的不断完善;促进中国国内环境非政府组织体系的和谐发展;采取有效措施,防止西方国家利用国际环境非政府组织对我进行渗透和颠覆活动。Since their entry into China in 1979, the International Environmental Non-Governmental Organizations (IENGO) have left some room to be desired, including loose monitoring on their activities, their insufficient adaptation to China' s fundamental realities as can be seen from their over-radical activities and illegal acquisition of China' s environmental data, which may contribute to the fabrication of China' s environmental threat. The causes of these problems include the absence of special laws in China regarding the regulation of IENGOs, insufficient development of local environmental NGOs, and less effective interaction between environmental protection in China and the country's security. Solutions to these problems include the improvement of the legal system and of local environmental NGOs in China, and the prevention of infiltration and espionage of some forces concerning China' s sensitive environmental data.
