摘　　要：通过对选举民主与协商民主的概念和特点的比较,进一步阐述在中国协商民主与选举民主的关系和特点,认为中国的民主不等于协商民主,西方的民主不等于选举民主;中国的选举民主不同于西方的选举民主;在我国,协商政治与选举民主是民主过程中相辅相成、不可或缺的两种形式,而且协商民主的价值偏好和协商逻辑力图将选举建构在有效的政治协商和社会协商基础之上,以有效的协商运作机制推动中国民主政治发展。Based on a comparison between the democracy for election and political consultation, this paper illustrates the relationship between them as well as their respective features. It is argued that there are some similarities between the Chinese and western election and politi- cal consultation as well as differences. In China, the two fields complement each other and are both important for the development of Chinese political democracy.
