摘 要:全球能源消费持续增长 ,能源价格总体下降 ,能源生产与消费走向全球化 ,矿物能源资源丰富 ,人们对能源关注的重点是洁净和高效 ,这将是 2 1世纪影响能源科技与产业发展的总趋势。中国发展清洁能源的出路在于改善能源消费结构 ,合理、高效、洁净地开发利用丰富的煤炭资源。煤炭的洁净化加工和转化技术是洁净能源新技术的重要领域 ;能源资源的合理开发利用将是西部大开发中重点领域之一。调整能源结构 ,发展洁净能源需要一系列配套的政策和系统的法规支撑。政策法规应体现技术引导 。The general trend of energy technology and industrial development will be effected by the following factors such as continued increasing of energy consumption on the world, energy price gradual comes down, energy production and consumption trend to a global scale, fossil energy resource abundant, cleaned and high efficiency energy demand. To develop the cleaned energy in China is that to improve the energy consumption mix, high efficiency and cleaning to develop and use the abundant coal resource. One of the emphasis field of cleanning energy new technology is clean processing and conversion technologies. Rationale development and utilization of energy resource will be a key point problem at development of the western of China. Adjustment the energy composition and development cleaned energy demand will need a series of policies and legislation. The technical guide favoured taxation and finance and exploiting funds' source should be reflected in the policies and legislations.
