摘　　要：存款准备金政策是中央银行的三大货币政策工具之一。本文从构成存款准备金制度基本架构的八个方面着手,对包括中国在内的世界上十一个样本经济体的存款准备金制度进行了比较研究,指出与其他经济体相比,我国存款准备金制度存在计提标准相对单一、计提考核机制欠合理、准备金利率调整机制僵化等问题。为此,要进一步完善差别存款准备金制度,建立按平均法计提存款准备金的考核机制,并结合利率市场化改革,构建更灵活的准备金利率调整机制。The reserve policy is one of the three monetary policy tools of central bank. The paper proceed from the mght aspects that constitute the basic framework of the reserve system, comparatively studies the reserve system of 11 samples economies in the world, including China. Compared with other economies, the reserve system provision standard is relatively simple in China; the provision for assessment mechanism is less reasonable, and the interest rate adjustment mechanism of reserve is rigid. For this reason, it is necessary to further improve the differentiated reserve system, establish the mechanism of reserve assessment by the average method in respect of deposits, and build a more flexible reserve interest rate adjustment mechanism, combined with market-oriented interest rate reform.
