摘　　要：在两岸货币兑换清算进程的障碍方面表现为两个方面:经济层面和制度层面。两岸共同建设货币兑换清算机制的合作趋势应为"先局部后整体、先试点后推广、先代理行后清算行、先间接后直接",尤其是重点通过试点代理行、再推广清算行。在具体的制度和技术设计上,两岸可在法律对接、信息交换、支持制度与人才交流、利用香港中转货币拆借、放宽清算行设置限制、设备技术提升等方面进行实施。The cross-strait currency exchange clearing mechanism is the basis for cross-strait finance＇s coop- eration in depth. This article analyzes the current development of the currency exchange and clearing mechanism, that the obstacles in cross-strait currency exchange and clearing process has shown in two aspects： the economic level and the institutional level. The trend of the cross-strait currency exchange clearing mechanism should be ＂first locally and overall again, first tentatively and spreadly again, first agent bank and clearing bank again, first directly and indirectly again＂, especially firstly setting the pilot agent bank and spreading the clearing bank again. On the specific system and technical design, the cross-strait can implement in the legal cooperation, information exchange, support systems and talents exchange, and transiting currency in Hong Kong, relaxing the limits of clearing bank , upgrading the equipment or technology.
