中药纳入基本药物制度建设中的策略研究--以山东省为例

摘　　要：文章以山东省2009年中医基本现状普查数据和实地调研访谈资料为依据,对中药纳入基本药物制度建设的策略进行了深入研究。研究发现中药纳入基本药物制度存在的主要问题是:纳入基本药物制度的中药品种相对较少、目录中的中成药在许多医疗机构中的应用受到一定条件的限制、中药饮片应用复杂以及中药院内制剂与规范要求差距较大,影响中药纳入基本药物制度建设的进程。建议适量增加中成药种类,优化纳入制度中的中成药品种;加强对中药饮片的质量控制和标准化建设,筛选部分中药饮片纳入省增补基本药物目录,并对中药饮片纳入基本药物制度进行试点研究。Based on data from the current situation of Shandong＇ s traditional Chinese medicine census in 2009 and inter- view material of field research, the paper deeply studies the policy of including traditional Chinese medicine into the essential medicine system. The study finds the existing problems are that there are relatively few varieties of traditional Chinese medicine in the essential medicine system,the application of proprietary Chinese medicine in the essential drugs list is negatively restricted, the application of Chinese medicine tablet is complex and the hospital preparations is far from the proper standards and require- ments. The research suggests that moderately increase the kinds and optimize the varieties of proprietary Chinese medicine in the essential medicine system, strengthen the quality control and standardization construction of Chinese medicine tablet, put some in- to province supplemented essential drugs list, and proceed pilot study of including Chinese medicine tablet into the system.
