基本药物流通中存在的问题及对策研究

摘　　要：目的:为解决基本药物流通问题提供参考。方法:通过对河北、江苏、江西等地的实地调研,研究基本药物流通中存在的问题,并提出解决对策。结果:国家基本药物制度实施以来,给广大基层群众带来了不少实惠,但还存在不少问题,如:边远地区基层医疗机构基本药物不能及时配送到位;药品运送和储存中存在质量安全隐患;基本药物流通的现行法律法规不健全等。结论:应尽快出台相关法律法规;充分利用农村药品"两网"资源;加强基本药物配送和储存信息化监管,以保障基本药物流通质量,满足广大群众对基本药物的需求,维护人民群众用药安全。OBJECTIVE：To provide reference for resolving the problem of essential drugs circulation.METHODS：Through field research in Hebei,Jiangsu,Jiangxi and other places,the problems in the circulation of essential drugs were studied and countermeasures were proposed.RESULTS：Since national essential drug system implemented,the grassroots masses would receive a lot of benefits.But there were still many problems,such as essential drugs can not be timely distributed in place in primary health care institution of remote areas;quality and safety problems were found in drug delivery and storage;existing laws and regulations for the circulation of essential drugs are not perfect.CONCLUSION：Relevant laws and regulations should be issued as soon as possible;the ＂two networks＂ resources of rural medicine should be adopted fully;Information supervision should be strengthened in distribution and storage of essential drugs.Quality and safety of essential drugs circulation can be guaranteed to meet the demand of the masses on basic drugs and to safeguard the safety of drug use in the public.
