摘　　要：事业单位按社会功能分为三类,将从事公益服务的保留在事业单位序列,以强化公益性。社团作为社会公益服务提供方将进一步发挥重要作用,可借助此次改革的契机,扩展公益服务领域,提高公益服务水平,创新公益服务方式,促进社会经济文化的进一步发展。According to the social function, public institutions will be divided into three categories, those providing social services will retain their status as public institutions, with the public-welfare nature to be strengthened. As a social service provider, mass organizations will further play an important role, can take advantage of the opportunities for reform, expand the field of public service, raise the level of public service, innovate service way, promote the further development of the socio-economic and cultural.
