工程移民安置地适应性组织化生计策略——以南水北调水源区移民为例

摘　　要：工程移民从一个熟悉到陌生的环境,原有的生计策略随地理环境、社会文化、经济环境的改变而改变,需要建立新的适应性生计策略。提高收入和福利、减轻脆弱性是指导生计策略选择的关键。通过生计策略优化,使工程移民在最短时间内适应安置地的环境,从而获得最大收益是目前亟待解决的问题。为此需要引入正式的组织资本,通过组织资本的整合和管理效率,来降低个体为单元的生计策略所面临的不确定性和障碍:妥善处理组织发展的内部动力和外部推力,特别是组织发展与政府之间的关系处理方面;营造和构建良好的组织成长环境;营造组织运营和发展的制度环境,为移民提供持久的生计平台。The project immigrants have to construct new adaptive livelihood strategies since their previous ones change with the unfamiliar grographical, social and cultural, and economical environment. The promotion of income and welfareand the reduc- tion of vulnerability are the vital factors of livelihood construction. It is urgent to make them adapt to the new environment in the shortest period to maximize the profit by optimalizing the livelehood strategies. Therefore, the formal organization capital should be introduced, by which the uncertainty and barrier that the individual livelihood strategies encounter could be reduced. Specific- ally, the relationship between internal dynamics and external pushing force, especially between government and organizing devel- opment should be dealt with properly. Second, the envrionment for development should be cultivated and constructed. Third, the system environment for organization management and development should be constructed to provide long - lasting livelihood plat- form for the immigrants.
