对建设长吉图服务外包产业的几点思考

摘　　要：大力发展服务外包业务,建设长春、吉林和延边三个软件和服务外包产业是吉林省十二五规划提出的目标。长吉图地区具有建设服务外包产业的独特地缘、人文优势以及发展的空间和潜力。但存在着规模、层次、素质和布局等方面有待提高的问题。为此,必须做大做强服务外包产业,拓展服务外包产业发展空间,大力引进和培养服务外包人才,努力营造和改善服务外包产业的软硬环境,积极开展服务外包市场的开拓与促进活动。Intensifying the development of service outsourcing and constructing Changchun, Jilin and Yan- bian as the three software and service outsourcing industrial bases are the objectives of ＂the twelfth-five- year plan＂ of Jilin Province. Though the geographical conditions, humanistic environment and develop- ment space and potential are peculiar and favorable, the scale, level, quality and layout of the service out- sourcing industry of Changchu-Jilin-Tumen Area need to be enlarged and further progressed. Therefore, it is necessary to strengthen the industry, expand its development space, bring in more talents, make efforts to build and better both the soft and hard environments and actively carry out market exploitation and pro- motion.
