关于疗养院公益属性的思考

摘　　要：目的疗养院必须把公益性放在首位,坚持将社会效益作为院开展一切活动的最高准则。方法通过分析中国医疗卫生事业和卫生经济活动的特性,疗养的本质特点和内在规律,疗养院的基本特征和工作特点,疗养收入/效益分析,阐述医疗卫生机构实施公益性的必要性和紧迫性。结果疗养创造的巨大社会效益是不能用经济效益充分反映的。结论回归公益性是新医改的终极目标,实行公益性、福利性是疗养院可持续发展的最终选择。Objective o demonstrate that the sanitarium should put public benefits at the first place and make social benefits the high est criterion of all activities held at the sanitarium. Methods By analyzing the characteristics of China＇s medical and health service and the economic activity of health, the features and the internal law of convalescence, the basic characteristics of the work at sanitarium and the convalescence revenue vs benefit analysis, this is to demonstrate the necessity and urgency for medical organizations to focus on public ben efits. Results The great social benefits created by sanitaria cannot be fully reflected by economic benefits.Conclusion Returning to focus on public benefits is the ultimate purpose of the new medical reform, and bearing the feature of public welfare and social benefits is the best choice for the sustainable development of a sanitarium.
