变“告御状”为“微服出访”——中国信访体制改革探析

摘　　要：告御状,也就是上访。作为中国特有的一种政治表达方式,上访是群众通过合法正当的途径和方式,表达自身的需求和意见,以实现和维护自身利益的一种利益诉求和权利救济机制。作为具有工具性、政治参与特点的上访,在中国的历史中扮演着举足轻重的角色。伴随着社会主义新中国的建立和社会主义民主政治的进一步完善,上访成为学术界和政界十分关心的课题。和谐社会的构建和服务型政府的建设,要求从制度上根本改革中国当前的信访体制,变"告御状"为"出访",完善信访制度的法制化和信息化建设,使政府真正、切实地成为为人民服务的政府。As a political expression way typical of China, lodging a complaint to the higher government is the benefit appealing and right aiding mechanism through which people express their own needs and opinions through legal and just approach and way to realize and protect their benefits. As a political instrument, it plays an important role in the Chinese history. With the founding of the socialist China and the perfection of the socialist democratic politics, such complaint activity becomes a subject of academic circle and political circle. In the construction of the harmonious society and the building of service - oriented government in the new situation, ,it is necessary to reform the present complaint system and change people＇s complaint into the officials＂ visit and perfect the legalization of the complaint system and the building of informationalization so as to make the government serve the people in a down to earth way.
