实施大学生村官政策绩效的检验——基于云南部分地区实证调查的基础

摘　　要：大学生村官政策已经从地方政府推行的制度变迁变化为国家强力推行的制度变迁。多年实践后,该项政策绩效如何?本文通过对云南部分地区的大学生村官、乡村干部、村民三个层次实施实证调查,对该项政策的四项主要政策目标进行了绩效检验。最后得到了:提高农村干部队伍素质、推动农村基层政权建设两个选项获得了一定的绩效;推动农村经济社会发展选项的绩效不明显;而提供大学生新的就业渠道绩效为负。总体上,该项公共政策的绩效不太理想。根本原因是刚毕业的大学生理论知识处于孵化期,以他们的技术和知识很难解决农村社会和技术问题;相应的制度不完善,只能促成他们不断流动。Student village policy has been implemented from the local government system changes to the state＇s strong implementation, after years of practice. How＇s the performance of the policy？ This paper implements the empirical investigation through three levels, including： parts of college-graduate village officials in Yunnan＇s university, village cadres, and villages, and then tests the four main poli- cy objectives, finally gets the results： improving the quality of cadres in rural areas and promoting the building of rural grass-roots political power obtain a certain performance; promoting rural economic and social development obtains an unobvious performance; providing students new employment channel obtains a negative performance. Overall, the performance of public policy is not ideal. Fundamental reason is that theoretical knowledge of fresh graduates is in the incubation period, their skills and knowledge are difficult to solve the rural social and technical issues, the corresponding system is flawed, which can only contribute to the constant flow of them.
