摘　　要：本文提出了系统建设的特点、目标和原则,设计系统的整体架构,并利用ArcGIS Engine相关组件、接口和三维椭球体量算技术,开发实现系统相关功能。Through the analysis of the grim marine rights situation China faced at present,and the discussion of the urgency to construct the supporting information system of marine rights by using GIS,the paper put forward the characteristics,objectives and principle of information system construction,and designed the system overall structure.At last,it developed and implemented the functions of the information system by using the components,interfaces of ArcGIS and 3D ellipsoid calculate technology.
