摘　　要：加强和改进党对文化工作的领导,是推动社会主义文化大发展大繁荣的根本保证,是加强党的执政能力建设和先进性建设的内在要求。各级党委和领导干部应切实担负起推进文化改革发展的政治责任,加强文化领域领导班子和党组织建设,健全共同推进文化建设工作机制,充分发挥人民群众文化创造积极性。Strengthening and improving party leadership on cultural work is the fundamental guarantee of promo- ting great development and prosperity of socialist culture, and the inherent requirements of party＇ s governance capability and construction vanguard. All levels of party committees and leading cadres should take up the polit- ical responsibility to promote cultural reform and development, strengthen the leading party organizations in the field of culture, perfect working mechanism of cultural construction, and give full play to the mass of culture creating.
