保障性住房政策执行中的地方政府责任分析——以广州市为例

摘　　要：为解决中低收入群体住房问题,国家制定和出台了一系列政策措施,有效执行国家保障性住房政策成为地方政府的重要责任。广州市政府承担着在广州区域范围内执行国家保障性住房政策的责任,在构建多层次保障性住房体系、扩大保障性住房供应等方面已取得一定成效,但也存在着资金投入不足、监管不完善、规划不合理等责任担当不够的问题。增加投入、完善制度、加强监管、合理规划、拓展保障范围、扩大保障供给,是地方政府在执行国家保障性住房政策过程中更有效承担责任的重要路径。To solve the housing security problems of moderate income group, Chinese government has for- mulated and issued a series of policy measures, which require local governments to implement well. It is implementing national affordable housing policy effectively that is local government responsibility Guangzhou municipal government responses for implementing the national affordable housing policy in Guangzhou area, and has achieved something in establishing multi-tiered affordable housing system and expanding affordable housing supply. While there also exists some problems, such as insufficient capi- tal investment, supervision is not enough, planning is not reasonable. Therefore, increasing investment, perfecting system, strengthening the supervision, planning reasonably, and expanding the scope of protection are the important path for local government taking responsibility effectively in implementing the national policy of affordable housing.
