宁夏海原县和盐池县新型农村合作医疗资金运行情况分析

摘　　要：目的了解宁夏海原县、盐池县新型农村合作医疗资金的运作情况并进行对比分析,为宁夏新型农村合作医疗制度的可持续发展提供参考意见。方法利用2008—2009年海原县、盐池县新型农村合作医疗资金的有关数据进行分析比较。结果 2009年海原县、盐池县的参合均分别为90.2%、95.15%,两县个人筹资总额占总筹资额的比例下降,不足12%;两县病人分流比2008年以乡镇最高,而2009年则以县级分流比最高;2009年两县住院实际补偿比(53.9%,39.13%)、资金使用率(78.35%,91.16%)及收益率(31.9%,42.56%)均比2008年高。结论两县农村居民参加新型农村合作医疗积极性高,基金运行状况2009年明显好于2008年,但仍存在医疗费用增长过快、住院费用分流不合理、住院实际补偿比及人均受益率较低的问题。Objective To analyze the new rural cooperative medical system in Haiyuan and Yanchi county, to find problems and to provide sustainable development proposal. Methods Analyzed and compared the relevant data of new rural cooperative medical system fund in HaiYuan and Yanchi county between 2008 - 2009. Results The co - participation rates of the two counties were 90.2% and 95.15%, and in terms of total amount of personal financing was declining, less than 12%. In 2008, the township had the most pa- tients, but in 2009 diverted to town. The actual compensation for hospitalization （53. 9%, 39. 13% ）, capital utilization rate （78.35%, 91.16% ） and yields （31.9%, 42.56% ） in 2009 was better than those in 2008. Conclusion The enthusiasm of partici- pating in the new rural cooperative medical system rural residents of the two countries are high, the fund operational status in 2008 signif- icantly is better than that in 2007, but still there are some questions about excessive growth of medical costs, hospitalization costs unrea- sonable diversion, the lower actual compensation for hospitalization and per capita benefit rate.
