中国农民专业合作社的政府规制变迁

摘　　要：政府规制是政府为了维护公众利益和纠正市场失灵而规范市场主体活动的行为。农民专业合作社是因提高农民组织化程度而具有广泛正外部效应的特殊市场主体,如何规范并推动其发展,是政府规制的重要议题。中国农民专业合作社的政府规制需求虽一直存在,但规制供给并非始终充足:自改革开放以来,政府规制呈现逐步加强趋势,经历了规制缺失阶段、规制滞后阶段,目前处于规制强化阶段。在这一规制变迁中,既可以看到中国农民专业合作社的发展轨迹,也可以看到政府对其认识、态度和举措的演变过程。Government regulation is a behavior that government adopts to maintain public interests,correct market disorder and regulate market subject activity.A farmer＇s specialized cooperative is a special market subject arisen to improve farmers＇ organization degree and it is of wide external effect.How to regulate and advance its development is an important point of government regulation.Although the demand for government regulation of Chinese farmers＇ specialized cooperative has been existed,the supply for regulation has not been sufficient.Since reform and open-up,government regulation has the tendency of strengthening gradually.It has experienced the regulation shortage stage,lag phase stage.And now it is at reinforcing stage.In the change of regulation,we can see both the developing trace of Chinese farmers＇ specialized cooperatives and the developing process of government＇s awareness,attitude and measures.
