摘　　要：建立国内碳排放交易市场是运用市场机制以较低成本实现我国控制温室气体排放行动目标的要求,也是"十二五"规划提出的任务。目前比较突出的市场分割、市场主体参与度低、定价机制缺失等问题严重影响到了市场交易量的扩大、统一价格的形成及市场的持续发展。因此,亟需建立全国统一的碳排放权交易市场体系,培育企业和金融机构等市场主体,特别是要通过解决碳排放权的稀缺性问题、完善交易平台建设等形成碳排放权交易的市场定价机制。The establishment of domestic carbon emissions trading market is to meet the requirements of lowering the cost of achieving the goal of controlling greenhouse gas emissions in our country by applying market mechanism. It＇s also the mission proposed by the ＂12th Five-Year Plan＂ . At present, there are the most prominent problems, such as market segmentation, low degree of the market main players＂ participation and lack of pricing mechanism seriously affected the expansion of market trading volume, the formation of the uniform price and the continued development of the market. Therefore, it is necessary to establish a unified national carbon emissions trading market system and cultivate the market players such as enterprises and financial institutions. Especially, it＇s an urgent need to form carbon emissions trading market pricing mechanism by solving the problem of carbon emissions rights scarcity, improving the trading platform and so on.
