烟台滚装甩挂运输运营风险评估

摘　　要：针对烟台港试行滚装甩挂运输运营中遇到的问题,进行风险调查,采用了模糊综合评价法,从工作过程、货源问题、社会、政策等方面,对在烟台港开展的滚装甩挂运输服务模式进行运营风险评估研究.研究结果认为烟台滚装甩挂运输的运营存在中等风险的可能,进而对运营风险因素提出了相关的防范措施.研究表明,烟台滚装甩挂运输试点带来了经济效益,在节能减排方面带了社会效益,符合我国十二五规划中提出的节能减排的要求.Aiming at some problems of drop and pull transportation for ferrying in Yantai, fuzzy comprehensive evaluation method is used to conduct risk investigation from working process, the source, the social and poli-cy. This study indicates that the drop and pull transportation for the ferrying in Yantai exists medium risk, and relevant countermeasures are proposed. The research shows that the experiment unit brings about economic and social effects, which accords with energy saving and emission reduction requirements of our country Twelfth Five Year Plan.
