公派留学回国政策的改进:基于回国意愿影响因素的调查

摘　　要：国家公派博士生回国意愿影响因素的调查问卷显示,国家公派留学回国政策有待改进,具体策略:一方面,要坚持约束性政策中的经济约束,要加强法律保障和名誉处罚;另一方面,鼓励性政策应兼顾物质刺激和精神激励,前者要求侧重支持事业发展、加大就业和创业支持、适当解决住房和户口问题;后者可通过建立合理的探亲制度、健全知识保护程序、尊重科研长期性并建立国际交流平台来实现。A questionnaire survey of the willingness to return among the government-funded overseas doctorial candidates shows that the policy for the return should be improved. On the one hand, financial constraints should be maintained and legal safeguard and reputation punishment should be strengthened. On the other hand, material incentive and spiritual incentive should both be offered. The former should mainly contribute to the retumed students＇ career development and support their employment and business-starting undertakings and meanwhile it should also help to solve their housing and residence problems. The latter should be offered by establishing a reasonable relative-visiting system, improving the knowledge-protecting procedures, taking into consideration the protracted nature of scientific research and creating a forum for international exchange.
