体育公共服务的政府供给研究

摘　　要：采用文献资料、问卷调查、访谈等研究方法,分析体育公共服务的概念、政府的角色与功能及提供公共服务的影响因素。结果显示:体育公共服务是指在一定经济社会发展阶段,以体育行政部门为主的公共组织,运用公共权力或体育公共资源为满足社会公众公共的、基本的体育需求所提供的各种服务;政府在提供体育公共服务中应承担生产者、付费者、监管者、制度制定者和绩效评估者的角色;影响政府提供公共服务的因素包括政府的经济能力、服务理念与意识、公共服务相关制度等。With the methods of literature review,questionnaire and interview,this paper analyzes the concept of public sport service,the role and function of government the factors to influence the public supply.The results show that public sport service is for the public organization,mainly by sport administrative department,to supply services to meet the public and fundamental sport needs for the masses during a certain stage of economic and social development.Government plays the roles of producer,payer,supervisor,policy-maker and performance assessor in public sport service supply.The factors to influence public sport service by government cover the economic capability,public service philosophy and awareness,and public service system concerned,etc.
