群众体育政策基层执行的调查与分析

摘　　要：采用文献资料法、问卷调查法、实地调研法,依据史密斯的政策执行过程模型,以江苏省为个案,对群众体育政策本身、政策执行机构、政策目标群体以及政策执行环境等进行分析。归纳群众体育政策基层执行存在的主要问题。提出:改革地方政府绩效评价机制,扩大群众体育政策执行的财政来源;建立激励机制,优化政策执行方式;确立目标群体的利益表达机制,提高其健身意识与组织化程度等。Taking Jiangsu Province as example,this paper,using the methods of literature review,questionnaire and field work as well as Smith’s model of the process of policy implementation,investigates the mass sport policy implementation at grass-root level from the perspective of the policy itself,policy implementation organ,policy target mass and implementation environment.The study puts forward such proposals as performance evaluation system reform for local government,funding source increase in mass sport policy implementation,incentive mechanism establishment to optimize the mode of policy implementation,the establishment of interest expression mechanism of target masses,and the expansion of organized extent,etc.
