摘 要:河道采砂交易主要有采砂权交易和采砂作业交易两种基本模式。针对河道采砂交易中超采现象严重,危及堤防工程安全的实际,分析了河道采砂权交易计量的特点,提出了以超采率为控制参数,激励约束相结合的采砂权交易合同计价模型。而且,分析了采砂作业交易中作业成本的特点,将作业成本分为固定成本和可变成本,提出了分段计价采砂作业交易合同计价模型。通过合同计价方式创新,借助经济手段,可有效地压缩超采的利润空间,减弱超采的驱动力。Both the sand mining fight transaction and the sand mining operation transaction are two basic modes for the transac- tion of the sand mining in river channel. In accordance with the serious status of the over-mining that endangers the safety of levee and embankment, the measurement characteristics of river sand mining right transaction is analyzed herein, and then a pricing model for the contract of the sand mining right transaction under the mechanism combined with mechanisms of incentive and re- straint is put forward by taking the over-mining rate as the control parameter. Furthermore, the pricing model for the contract of the segmented pricing based sand mining operation is also established by dividing the operation cost into the fixed or variable ones with the analysis on the transaction property of the sand mining operation cost. Through the innovation of the mode of the contract pricing, the over-mining profit margin can be effectively reduced along with the weakening of the relevant driving force by the eco- nomic means concerned.
