摘  要:随着我国风电的大规模集中开发,风电并网及消纳的问题不断涌现,而原有的风电并网技术标准无法满足风电大规模并网的需要,这已经影响到了我国风电及其相关产业的发展。对国外风电发展较为成熟国家的风电发展情况进行了详细介绍,分析了不同国家风电并网规定的技术特点,重点研究了国外风电接入电力系统对有功功率控制、无功功率控制和低电压穿越等方面的技术指标要求。在此基础上,对比分析了我国原有的风电并网技术规定与国外技术规定的区别,并对我国新颁布的风电并网技术规定进行了探讨和研究,提出我国标准相对国外仍较为宽松,有待进一步加强。With large-scale development of wind power generation in China, the problems related to grid-connection of wind farms and that of power grid to accept the electric power generated by wind farms come to the fore, however, existing technical standards for grid-connection of wind farms cannot meet the demand of large-scale development of wind power generation and it has been affected on the development of wind power generation and related industries in China. The development of wind power generation in other countries, where the power generation technology is matured, is presented in detail, and characteristics of technical regulations for grid-connection of wind farms in different countries are analyzed, especially the requirements related to active power control, reactive power control and low voltage ride through, which are specified in technical regulations for grid connection of wind farms in these countries, are emphatically researched. On this basis, the differences between the exiting domestic technical regulation for grid-connection of wind farms and technical regulations of other countries are compared and analyzed, and the newly promulgated domestic technical regulation for grid-connection of wind farms is discussed. It is pointed out that the newly promulgated domestic technical standard in this field is not so strict as those in other countries, so that it should be improved in future
