摘 要:以当前土地供给制度的市场化改革为导向,较详细地总结了近些年来学术领域对我国工业用地供给制度改革方面所做出的探索,并对国外工业用地供给方式及其相关制度特点进行了系统概括,指出了国外模式中可借鉴的要素。同时,较全面地综述了现行制度条件下我国工业用地供给实践中所呈现的一系列问题以及解决问题的相关政策建议。最后,从制度绩效的角度出发,总结了现有研究中土地制度绩效评价的内容和方法,发现对于工业用地供给制度方面的绩效研究还不够深入,认为应加强对工业用地供给制度改革绩效的定量评价研究,并应根据我国工业用地供给制度改革的进程和特点,探索创新评价路径。With the current land supply system of market reform as the guidance, this study summarized the exploration about China' s industrial land supply system reform in detail, generalized the foreign industrial land supply modes and its related system characteristics, points out the elements that we can use for reference. Meanwhile, the study gives a review about the series of problems existed in our industrial land supply practice and the relevant policy suggestions to solve the problems. Finally, form the view of system performance, the author summarized the content and method used in present performance evaluation of land system, then found that the performance study for industrial land supply system also relatively lack. Thus, the author proposes that it is necessary to evaluate the institutional performance by quantitative evaluation, and try to find a proper evaluation method according to China' s industrial land supply system characteristics and the process of reform.
