摘　　要：党的十七届三中全会确立的以人为本、权利在民理念下,农地制度更应向着保护农民土地权益的方向演进,扩大农民地权则成为这一目标的必然要求。由于地权是多元权利的集合,扩大农民地权不应直接置于所有权层面,而应依据现行制度安排,以形成地权体系中的具体权利内容为对象,将农民现实的土地权利予以强化,进而由下至上取得逐步改造。The Third Plenum of the 17th Communist Party of China Central Committee has pointed out clear di- rection of rural system construction, land system can make innovation in new period. Under ＂People Oriented＂ ide- a of times, rural land innovation must develop towards the direction of protection farmers＇ land rights, realize evolu- tion of land rights on the basis of extending their land rights. Land rights include various rights, it shouldn＇t be lim- ited to discuss on ownership, but realize reform from the bottom to top in land rights collection by rural system and social reality.
