从“民主的基石”到“信息民主的基石”——基本民主概念的阐释与公共图书馆在信息民主生活中的职能

摘　　要：图书馆学界对"信息民主"乃至于"民主"的定义一直处于模糊之中,对图书馆承担"民主的基石"的责任造成了重大的影响。文章以此为切入点,从民主的普遍定义和内涵延伸到信息民主的定义和范畴问题,分析了制度保障、媒体、公民共同体和知识分子等四个重要的信息民主结构性要素。文章还着重探讨了图书馆、尤其是公共图书馆在信息民主生活中的角色定位问题,分析了它与信息民主各大结构性要素的关系。The scholars of library science have different ideas in the definition of ＂information democracy＂ and even ＂de- mocracy＂ , which has negative impact in library responsibility of ＂the foundation of democracy＂. The article discusses the definition and extension of democracy and information democracy, analyzes the structure of the life of information democracy which includes institution protection media , civil community and intellectuals, and investigate public library role in the life of information democra- cy.
