摘　　要："21世纪新图书馆运动"是随着新世纪以人为本、信息自由、民主权利等提出而开展的一场关于"图书馆精神和图书馆权利"的讨论。文章从21世纪新图书馆运动的时间界定、背景、进展和内容四个方面系统总结了我国21世纪初以来开展的新图书馆运动。＂The new library movement of 21 st century＂ is a discussion about ＂the spirit and rights in the library＂, which is proposed with the development of the concept ＂people oriented＂ , ＂freedom of information＂ and ＂democratic rights＂. This paper gives a systematic summarization about ＂the new library movement of 21st century in China＂ from four aspects： the definition of time, background, development and the content of this movement.
