发达地区养老服务设施规划的探索——以昆山为例

摘　　要：本文基于昆山等发达地区市县养老服务设施规划的理论和实践经验,分析了发达地区在流动人口影响下的老龄化动因、空巢化和高龄化的发展趋势以及老年人口的空间分布特征;以昆山等苏南发达地区为例,构建了以"社区 - 机构"为主的养老设施体系和以"医 - 教 - 文 - 体 -广场"为主的为老设施体系,论证了经济、文化等因素对养老服务设施的影响,探索养老设施的"市区 - 片区 - 街道(镇)- 社区(村)"分级配置标准,同时提出发达地区养老服务设施规划应关注城乡统筹、区域统筹、新(城)老(城)更替、多元配置、适度超前等规划要点。Based on the theoretical and practical experience of pension facilities planning in Kunshan and other developed areas, this paper analyzed the aging motivation under the influence of mobile population, the trend of empty nest and old aging, as well as the spatial distribution characteristics of the elderly population. Based on the case study of Kunshan and other developed areas in southern Jiangsu Province, this paper constructed a pension facility system of＂Community-lnstitution＂ structure and a ＂Ibr-the-old＂ facility system of ＂Health-Education-Arts-Sports-Open Space＂. The effects of economic, cultural factors on pension facilities are demonstrated and a hierarchical configuration standard of ＂City-District-Street （Town）-Community （Village）＂ is explored. Furthermore, this paper proposed the essential planning points of urban and rural harmonious development, regional coordination, multiple configuration and moderate advancc.
