海洋公共管理中的政府行为:一种国际化视野

摘　　要：研究基于对"亚太地区"(广义上的)日本、美国和澳大利亚三国的相关比较而成。随着"太平洋时代"进程的加速与深化,主要国家围绕海洋利益展开的国际竞争也日趋激烈,政府海洋行为备受关注。通过历史的、逻辑的和比较的分析,并充分汲取国内外相关最新研究成果,对亚太主要国家政府海洋管理做出规范性研究,有助于洞悉和把握其政府海洋管理的行为特征和趋势,明确我国政府海洋行为创新的方向、要点与支持性条件。主旨和结论是:我国政府能够从学习、吸收和创新中,实现对海洋管理行为的升级与超越,从而更加有效地驾驭海洋和获取海洋比较利益。The research is established on the basis of comparison in Japan ／the United States ／Australia of Asia Pacific re-gion. Along with the acceleration of ＂Pacific Age＂ and international competition for the sake of marine interest between the main countries gets more fierce and the government＇s marine management behavior draws more attention day after day. Through historical, logical and relative analysis, fully absorbing the latest related research findings at home and a- broad, making an objective study of the marine management of Asia Pacific countries, we are better to hold the rule of government behavior and trend at the Ocean Age and learn the directions, key points and tools of the innovation of government＇s marine management behavior of our country. The gist and conclusion are： the government of our country will accomplish the upgrade and transcendence for marine management behavior by study, assimilation and innovation, thus managing the ocean and obtaining interest from it in a more efficient way.
