京津冀电子信息产业的竞合模式与转移路径研究

摘　　要：电子信息产业是我国国民经济的战略性、基础性和先导性支柱产业。在京津冀区域经济一体化已经上升为国家战略的背景下,探讨京津冀电子信息产业合作与转移问题具有重要意义。首先,从发展水平、优势领域、目标差异、存在问题和空间布局5方面对京津冀电子信息产业发展现状进行了评估;其次,构建了科研支撑基础上、政府主导与引导下的企业主体和行业协会协调的京津冀电子信息产业竞合模式;最后,从环首都经济圈内的"同城"转移、区域电子信息产业的显性转移和隐性转移三方面分析了京津冀电子信息产业的转移与承接路径。研究表明:京津冀电子信息产业在现有优势领域和未来发展目标方面存在显著梯度差,且三方都已表现出较为强烈的合作意愿,从而使合作成为可能;京津冀电子信息产业仍处于国际产业价值链的中低端,发展中存在的问题很多具有共性,因此近期产业布局仍将以本地为主,竞争大于合作;河北承接京津电子信息产业转移不均衡,近期主要以北京为主,天津幅度较小。The electronic information industry is a strategic, fundamental and pioneering pillar industry of the national economy. In the context of the economic integration of the Beijing-Tianjin-Hebei region has risen as a national strategy, it is meaningful to study the problem of electronic information industrial cooperation in the Beijing-Tianjin-Hebei region. Firstly, the development of electronic information industry in the Beijing-Tianjin-Hebei region is evaluated from five aspects, such as the developmental level, superiority domain,goal difference, existence problems and spatial distribution. Secondly, a cooperation-competition mode of the electronic information industry has been built,which is on the basis of scientific research supporting and under the guidance of government. In this mode, the enterprises play leading r01e and industry association plays the coordination role. Finally, the transfer and undertake path of electronic information industry in the Beijing-Tianjin-Hebei region is analyzed from 3 as- pects：city transfer inside the circle of economy around the capital, dominant transfer and invisible transfer. The research indicates that the electronic information industries in Beijing, Tianjin and Hebei Province have the remarkable gradient differences in two aspects：the existing superiority domain and the future development targets, and the tripartite regions all have displayed the intense cooperation wish, which will possibly cause the cooperation among them. The electronic information industry in the Bei- jing-Tianjin-Hebei region is still in the low and middle-end of international industrial value chain, and the questions which is produced in the development have shown the generality character in much aspects, therefore the industry layout of short-term will make this locality primarily,at the same time the competition will still be greater than the cooperation.
