摘　　要：分析了稀土的战略价值以及我国稀土产业发展的基本现状,针对产业附加值低、科技创新不够、资源利用率不高、产能过剩、环境污染等方面问题,着重探讨了推动稀土产业链纵深发展、加快科技创新、建立战略储备、提高资源税率、加强环境保护和宏观管理等政策措施。This paper has analyzed the strategic value of rare earth and development of China＇s rare earth industry. In view of the industrial added value low, technical innovation insufficient, resource utilization poor, overproduction and environmental pollution serious, the author emphatically put forward some policies as follows： extend and deepen rare earth industry chain, speed up technical innovation, establish strategic reserve, raise lesouroe tax rate, strengthen environment protection and macro-management.
