城市文化视角下资源型城市社会转型期的公共政策分析——以大庆市为例

摘　　要：资源型城市在社会转型期面临产业结构失衡、失业人口增多、城市规划落后、环境破坏严重等问题,这就要求政府及时调整公共政策。城市文化对于资源型城市社会转型期的公共政策选择意义重大,能够保证公共政策的正确价值取向和总体规划方向,为公共政策提供前瞻性指导,引导公共政策的创新,并促进公共政策的实效。黑龙江省大庆市一系列以城市文化为导向的公共政策,在促进城市实现社会转型过程中发挥了重要作用,值得其他资源型城市加以借鉴。Resource -based city in the period of social transition is faced with several problems such as industrial structure unbalance, unemployed population increase, the city planning backward, the environment destroyed. So how to use decision -making of public policy scenically seems par-ticularly important. City culture has great significance for the choice of public policy of the resource - based city in the period of social transition. It can ensure the value orientation of public policy and direction for the overall planning, provide forward -looking gnidance for public policy guide poblic policy innovation, and promote the effectiveness of public policy. A series of the public policy which oriented to city culture of Daqing, pro- motes the realization of social transformation. It is worth to learned by other resources - based city.
