摘　　要：社会工作职业化的推进需要制度的保障。从社会管理体制的视角看,我国社会工作职业化的推进受到诸多制度制约,包括自上而下的行政化社会管理模式的制约,以管理代替服务导致社会工作的工作领域及职责难以明确界定的制约,"大政府、弱政府"状态的制约,财政理念的制约,社会福利行政体系(民政系统)的实际社会工作对社会工作者职业化的制约等。To professionalize social work requires institutional guarantees.This paper takes the perspective of social management to explore the institutional restrictions on the professionalizing process,including the top-down governing mode and the replacement of services with management,the blurring of different fields and duties,＂big government and weak government＂,and financial concepts,and administration of social welfare（civil administration） and so on.
