摘 要:在学习和借鉴国内外有关项目后评价理论的基础上,结合DEA基本理论,对水利建设项目后评价的理论和方法进行了初步探讨。后评价在我国起步较晚,后评价的理论、方法和有关规范还不完善,尤其是水利建设项目后评价工作目前尚处于探讨阶段,因此,对水利建设项目后评价的研究具有重要的现实意义和理论价值。针对水利建设项目后评价中定性指标多的特点,提出了将DEA基本理论运用在洞庭湖河湖疏浚工程的后评价中。通过评价,得出了DEA方法在水利建设项目后评价中的先进性和可靠性。In this paper,a preliminary study with DEA(data envelopment analysis)model on the theories and methods of post-project evaluation in water conservancy construction projects is discussed.Post-project evaluation has a short history in China,and its theory,methods,and relevant norms are still in the process of improving.For water conservancy construction projects,post-project evaluation analysis is still at its exploratory stage;therefore,the study of the post-project evaluation of water conservancy construction projects has important practical and theoretical value.According to the characteristics of more indicators in the post-project evaluation of water conservancy construction projects,applying the DEA basic theory for the post-project evaluation of the dredging of Dongting Lake is proposed here.It indicates by this study that DEA model is a reliable and powerful tool in the post-project evaluation of water conservancy construction.
