摘　　要：农村体育公共服务体系是一个系统工程,它并不单纯地属于一项公共政策或一个体育问题,而是涉及到农村经济发展、社会体育参与以及弱势群体公共权益保障的社会问题和制度问题。以社会转型和新农村背景下推进农村体育的建设与发展为背景,通过相关概念解析,在广泛调研、文献整理和基本把握我国农村体育公共服务主要问题的基础上,运用逻辑分析、假想推断、分总建构的方法和多学科理论,剖析农民个体、社会阶层、农村乡镇、农民群体及政府部门五者之间的"生克制化"关系,以及由此产生的需求、意识、行为、文化、环境、经济、健康、和谐、政策、体制10要素的内在联系,以直观易读的简图方式初步构建新时期我国农村体育公共服务的理论模型,并提出"求实惠保供给,经济兴体;强文化保发展,因地制宜;改制度保协调,权责清晰;促开放保需求,代民立言"的发展路径。Rural sports public service system is a system engineering, it is not just a public policy or a fitness programs problems, but the social and the system problems related to the rural economic development, social sports participation and vulnerable group public rights. Base on the society transformation and the new rural construction, through the related concept analysis, on the basis of the widely research, the documents and basic grasp rural area physical culture public service, using the methods like logic analysis, hypothetical inference, division-and-integration mode and multi-discipline theory to analyze the ＂give birth to refrain from＂ relationship between the five elements such as peasants＂ individual, social class, rural towns, farmers＂ groups and government departments, and the inner relationship between the ten elements, such as demand, awareness, behavior, cultural, environmental, economic, health, harmony; policy and system that may arise, with intuitive and easy graphic mode to construct the rural sports public service theory model, and puts forward the development path that ＂practical and great supply, make the health and sports undertakings prosperous by economy; strong cultures and development, in the light of local conditions; coordinate guarantee, delineate the rights and responsibilities; promote open-up and meet the demand, express people＇s ideas＂.
