摘　　要：新农保政策最值得关注的是非缴费型基础养老金的实施。这一"普惠性"政策在实际执行中出现了许多新问题:捆绑式参保方式与子女参保意愿的矛盾,基础养老金偏低的问题,基础养老金全面覆盖的时间问题等,使政策执行的效果受到影响。笔者通过对非缴费型基础养老金实施中存在的问题分析、政策评估,提出新农保可持续发展的对策和建议。The most noteworthy point for the new rural insurance policy is the implementation of the basic non-contributory pension. Many new problems arises in the actual implemenl：ation of the ＂inclusive＂ policy. These problems include：the contradictions of the bundled insurance with the insured wishes of chil- dren, the problem of low basic pension, the time lag for the overall coverage of the basic pension. All these problems affected the effect of implementation of policies. In this article, we put forward solutions and suggestions for the sustainable development of the new rural insurance based on the analysis of the problems in the implementation of the non-contributory pension and evaluation of corresponding policies
