摘　　要：突发事件事实上是一系列次生、衍生甚至耦合事件的组合,称之为事件链。根据事件链(EC)所包含的4个要素——事件、交错关系、活动场景、灾害后果,将其表达为EC={ECL,R,Context,Disaster}。而各个事件(Ei)由对象、属性和行为构成,即事件(Ei)表达为Ei={objij,Attrsijk,Actionijk},从而建立起事件对象管理模型。随后,按照事件链发生发展的自然规律,根据一定方法,筹建一定资源((Methodobjij,Resourceobjij或(Methodobjij,objkl,Resourceobjij,objkl)),采取断链或补链措施,获得应急预案的事件链管理策略,并以图书馆火灾事故为例,展示基于事件链策略的应急预案制定过程。Disaster is composed of a series of secondary, derived and coupled events. Such events form an event chain. Event Chain includes four essential factors： event, relation, context and disaster, and it is disclosed as EC = { ECL,R, Context,Disaster } . An event is composed of objects, attributions and actions, and it is disclosed as Ei = { objij ,Attrsijk ,Actionijk}. The attribution between objects or events maybe interlinked, so events form an object interaction model. Furthermore, according to the natural procedure of event chain, with some methods or resources, the authors cut off or reinforce the interaction between the events and the objects, then gain the emer- gency plan. At last, this paper takes the library fire as an example, and demonstrates the process of emergency plan in an event chain.
